Short Summary: In June, 2008, the State Duma (the lower house of the Federal Assembly of Russia) tried to ban Emo culture, arguing that this was a "threat to national stability" and a negative ideology, which pushed teenagers towards depression, isolation and even suicide (even citing suicides of Emo fans in the UK as proof). The State Duma held a hearing regarding a bill, named the Government Strategy in the Sphere of Spiritual and Ethical Education. The legislation itself included heavily regulating Emo websites and banning people wearing Emo-style clothes and hairstyles from entering government buildings, as well as schools. In the previous year, the Novgorod regional education department had sent a letter to schools with warnings regarding Emo culture, saying that the "dream of every [emo] is to die in a warm bath from the blood of cutting their wrists”. A demonstration was held in July of the same year, in the city of Krasnoyarsk, where the goverment was fast-tracking this legislation. The bill ended up not passing.
